I see this issue as well when I build (Windows, Sun 1.6.0_11) with a
clean repos. I've added a comment to the defect. Let me try with the
mvn-Psetup and report on whether it works or not.

I was hoping i'd fixed all of that except for
TUSCANY-2818<http://issues.apache.org/jira/browse/TUSCANY-2818>so it
would be going if you first do mvn -Psetup to build the eclipse
compiler and then the rest of the build would be working. I have seen some
intermittent problems with it not working like you describe but not for a
day or so so i was hoping they were done now.
