I think we could just vote in the one shot and after that passes request an apache userid at the same time as granting PMC membership. It is a little unusual but before wiki's came along and websites were done in svn she probably would have already been a committer - we did make her a website committer back in on Jul 16, 2007, private ML subject "Nominate Haleh Mahbod as "Tuscany Website Committer"".
