In JMSBindingProcessor, when processing the Operation Properties header
element, the JMSDeliveryMode is incorrectly set in the binding object by
calling jmsBinding.setJMSDeliveryMode, instead of using the
jmsBinding.setOperationJMSDeliveryMode
