I checked in changes at revision: 784759 to allow the callback with
binding.ws to work when the full callback configuration is not included in the
composite file. I did this as it's a precursor to TUSCANY-3092. However I'm not
closing this down just yet as there is a ML thread open about whether the
scenario tested here is valid.
