I've added a legal-checks test to trunk to validate the WAR LICENSE
file and based on that updated the LICENSE in trunk and M3 branch,
i've not copied the test case to M3 though to keep the M3 changes to a
minimum but i have run it against the M3 war to check its ok. I've
also tagged an RC5 with that and excluding the plugin snapshot, and to
making revoting easy there's a diff of RC4 to RC5 showing the minimal
changes at
http://people.apache.org/~antelder/tuscany/2.0-M3-RC5/m3-rc4-rc5-diff.txt

Not sure i'd have the time today to rebuild and upload all the
artifacts from that tag so could do that bit?
