Fix Version/s: Java-SCA-2.0
I've reinstated the callback function. We still have active code in
CallableReferenceImpl and I've reinstated the CallbackReference function in a
new class called CallbackServiceReference. These work (well the old callback
tests work) but we could look at rationalizing if anyone gets the urge.
