While looking at the ASM_700x series of otests I notice that the Tuscany
runtime doesn't actually do any useful processing with constraining type files.
I stopped short of starting to add processing when I noticed this OASIS
assembly JIRA (http://www.osoa.org/jira/browse/ASSEMBLY-157) which is calling
for contraining type support to be made optional. In which case we need to
decide whether we are going to support it or not.
