This first question is should they. This may all be replaced with the new SCA
Client work. In either approach I think the client should adopt any policy that
is described at the service. The question is how to configure it. If the client
doesn't then the EPR policy matching will fail and the wire will not
demonstrate the correct QoS behaviour.
