1.5.1 build fails with clean repo as

Version of org.codehaus.mojo:jaxws-maven-plugin:pom: was change from 1.9 to
1.12 relatively recently but the commit doesn't provide any clues as to why.
Needless to say 1.12 is not available in the repos we reference.
I found it here
http://download.java.net/maven/2/org/codehaus/mojo/jaxws-maven-plugin/1.12/ so
will add this repo to make the build work
