During a component init, invoking a a reference to another component that has 
not yet being initialized should give a ServiceUnavailableException

During a component init, invoking a a reference to another component that has 
not yet being initialized should give a ServiceUnavailableException. Tuscany 
does not do that which causes SCA-J CAA test fail in JCA_4004
