POL_3020 and POL-TA-30026, to which it refers, seem incorrect.
[POL30025] If only one qualifier for an intent is given it MUST be used as the
default qualifier for the intent.

Predicate The qualifier definition has @default=true
The compliance statement seems to only suggest that the single qualifier should
be assumed to be the default qualifier. The test assertion asserts that it mush
