Missing travel sample launchers

A number of contributions in the travel sample don't have launchers to run
them. It appears that the following contributions aren't loaded by any of the
current set of launchers, even though they are run by unit tests:
payment-bpel
payment-groovy
emailgateway (used by payment-bpel and payment-groovy)
payment-spring
payment-spring-policy
payment-spring-scatag
To fix this, the following launchers should be created from existing unit test
code:
payment-bpel
payment-groovy
payment-spring
payment-spring-policy
payment-spring-scatag
