One thing we could look at is using a more framework based approach to running test contributions, as per otest. We can then think about how we can use the node configuration to control default port allocations on a test by test basis. Still leaves the ones where a URL is hardcoded or where a tests starts a piece of infrastructure which is itself defaulting to some static port number.
