There are still various OASIS compliance tests failing as the intent matching
code isn't complete yet so Tuscany complains with an error which fails tests
which aren't testing intent matching. For now to avoid this I'm going to
comment out that error code in Tuscany with a FIXME comment referencing this
JIRA.
