Raymond, I'm part of Albert's team working on this. I've delved into the source code, and it seems that if Tuscany was going to set the wsa:Action header, it would do so in class org.apache.tuscany.sca.binding.ws.axis2.Axis2BindingInvoker, probably by referencing org.apache.axis2.addressing.AddressingConstants.WSA_ACTION. I don't see anything in that class doing so.
