POL_4003 relies on an externally attached policy set being applied to
TEST_POL_4003Component1/Service1. When present this policy set won't match with
the client reference that targets this service and hence the reference will be
left unwired. However the policy set that's attached has no policy language in
it and hence matches anything and the reference is wired. This trick is relied
upon by other otests.
