The OASIS policy spec has removed the feature where policy sets are
automatically applied to the composite model based on the "appliesTo" attribute
in order to satisfy any intents that are present. Policy sets can only be
attached to the model in two ways now;
- direct attachment using the policySets="" attribute on composite model
elements
- external attachment using the attachesTo="" attribute on policy sets
