Tuscany and SCA rely on a policy framework to drive the configuration of
non-functional features. The policy framework depends on the inclusion of XML
based intents and policy sets in framework extensions and composite
applications. We don't have a straightforward way of assessing policy
configuration either in terms of policy availability or in terms of the results
of applying policy to a composite application.
