I'm +1 on cleaning up what is NOT supposed to be there... By having a quick look at our Source distribution NOTICE file [1] and [2] they seem fine, unless there is notices for dependencies that are not current anymore. Maybe you could elaborate more on what you think it's not necessary on the current NOTICE files for 2.x trunk.
