I like that approach, and if nothing else it does is make doing the release that bit easier as there is no worrying about what is in or out. What i did do before taking the release branch was to go through trunk and move some obviously dormant things from trunk to contrib. Can be hard to tell what can be moved but eg if theres a maven module which isn't included in the build and hasn't had any changes for some time that could be appropriate. ...ant
