IIUC this is looking at how to aggregate the information in modules into more coarse grained jars to ease classpath creation without having to rely on the Tuscany distro structure. A solution for M5 would simply be to update the INSTALL file to mention it's existence. We can review the whole jar/manifest/modules/lib question post M5.
