Wire interceptors not created until binding interceptors have executed in

When a service binding retrieves the binding wire the service wire chain is not 
created. The service wire chain does get created when the incoming message 
reaches the end of the binding wire. This is a problem if you want to exploit 
the wire processor to do binding specific things as the wire processor doesn't 
won't run until after the binding wire has been used. It's also inconsistent 
when compared with the reference wire.
