Monitor report wrong artifact names

When running OASIS compliance test in another hosting environment, I noticed
sometimes the Monitor report wrong artifact names. I think the reason is we
never reset the monitor's artifact name . I made a change in
ExtensibleURLArtifactProcessor.read to reset the monitor artifact name before
delegate read to a processor. A patch is attached.
Note, after this change, some of Tuscany's oasis test may fail due to the error
message file contains the wrong artifact name, e.g. ASM_12012, ASM_10003.
