I did a diff of RC1 and RC2 which you can see at:
http://people.apache.org/~antelder/tuscany/m5.1-rc1-rc2-diff.txt

>From that diff I don't think RC1 really required a respin. Useful or
not the comments around the licenses are just a nice to have they're
not required by any legal or ASF policy, and IMO its more important
that we try to make doing Tuscany releases easier and less time
consuming. Something that might help in situations like this could be
to add an errata link on the release download page of the website and
mention that link in the release notes. That way we can make updates
to release documentation easily available and obvious and do that
without needing to redo RCs.
