Simon, I created some JIRAs to capture the problems we have discussed (but not yet have JIRAs) and problems I verified after some more prototyping effort with 2.0-Beta2. I attached the policy extension prototype to the issue, TUSCANY-3852, to demonstrate the problems. It also contains the code that tries to access Axis2's configuration context. Hope this help.
