As per the discussion on the mail list there is a tension here between 
reimplementing Axis to allow encryption to be done in the Tuscany handler chain 
vs doing encryption close to the transport in the Axis or JAXWS handler chains. 
I'm still of the opinion that we should rely on Axis to do the heavy lifting 
and, as per Gang's patch to TUSCANY-2852 we do have a way to install Axis 
handlers based on SCA policy.
