This namespace usage by Tuscany is correct according to JAX-WS. I tried running 
the JAX-WS wsgen tool on an equivalent JAX-WS SEI class with a similar 
package-info.java file. This produced WSDL with the wrappers in the default 
namespace and the wrapper contents in the specified namespace, just as Tuscany 
is doing.
