I’ve mentored about a half dozen podlings before and I’ve never seen a podling chair before the prospective PMC chair is chosen at graduation. I’ve never seen a podling chair in any discussions in any report and I tend to read the Incubator report. The IPMC has no mechanism to track one.
An Apache community is as flat as possible. I don’t see a point to it, but please feel free to discuss.
