This feature is above enhancement the discovery API to support both pull and
push model for getting latest set of registered service endpoints.
In the existing discovery API, client always need to poll for latest set of
registered service through the live Iterable, which makes certain discovery
strategy less efficient (e.g. sticky endpoint, which only change when the
registered list change).
