We've completed all the necessary steps for the initial IP clearance as
documented in
http://incubator.apache.org/guides/mentor.html#initial-ip-clearance
Mentors, do we need to create an IP clearance vote on general@incubator? I
tried to search in mailing list archive for other incubator projects (or
recently graduated ones) IP clearance votes but can't find any.
