"All the services of UNO" is too unspecific to give you a good answer.

If you want to use OOo's UNO services (like for editing a text document), then you need the complete OOo application running, and you need to use interprocess communication (nicely shielded by the new "simple bootstrap mechanism," available at least in C++ and Java).

If you do not need any of OOo's office-related services, but only the base services that are part of the URE (like a service to decompose URLs, or a service to reflectively access other UNO entities), then you should check out the URE. It comes with an accompanying uretest.zip (built in CVS module ure) that contains example UNO applications (using the uno executable, you only need to supply a UNO component that implements com.sun.star.lang.XMain; the uno executable will then provide the component context and service manager and instantiate your component).

This might be too broad an overview for your specific needs. Don't hesitate to ask for details, depending on which way you want to go.
