As far as I know, as long as his product is not distributed (as thus used as an internal tool only), there is no restriction to using GPL code and tools for developing closed-source software.
But I'am not an expert in licensing either.

I don't understand. you're working on an OpenSource product but you
are not allowed to share code?
I am not an expert in licensing but as far as I know you need to make
your source code available somewhere.
