Making it easier to build URE (i.e., without having to build all of OOo) is also on my wish list for the current build system. However, one obstacle is that Ingo (maintainer of instsetoo_native) feels uneasy with taking the packaging of URE out of instsetoo_native into some other module. I talked to him about this, and he promised to think about it.
