If code you wrote shall be incorporated into OOo, you need to sign the
Joint Copyright Assignment first, see
<http://contributing.openoffice.org/programming.html> and
<http://www.openoffice.org/licenses/jca.pdf>.
Then, since there already is an issue, I think you should simply create
a patch file of your code changes and attach it to that issue.
