In my understanding, there is a simple rule whether or not module X should be listed in the dependencies of module Y: If it is necessary for the build of module Y to succeed that module X has already been built and delivered, then the dependency should be listed (modulo questions of transience already discussed elsewhere). Otherwise, no dependency should be listed.
