Yes you are right. My comment was more toward just getting over the block for building, for now. Once the uimaj base is "released", we'll have a version of the PearPackagingMavenPlugin at 2.3.1 (without -SNAPSHOT). And then I think we should update the sandbox projects to depend on that (because actual released artifacts should not depend on -SNAPSHOTs, normally). Afterwards, as UIMA base goes to the next release level, we can decide on the pros/cons of keeping the PearPackagingMavenPlugin completely "sync'ed" with the base UIMA level. I'm not sure it's worth changing the sandbox stuff now to depend on 2.3.1-SNAPSHOT for this plugin, given that when we release those projects, we'll be updating these base uima dependencies to the non-snapshop versions.
