This avoids future errors encountered when doing mvn release... where the
release manager might forget to run the report to pick up the latest changes,
at the cost of perhaps running it too often. Consider a way to skip this under
the control of some -D parameter... e.g. -DnoJiraReport to accomodate the use
case where the release manager knows the report is current and doesn't need
re-doing.
