We haven't released anything yet to www.apache.org/dist/uima. They are still
on .../dist/incubator/uima.
I see we updated the website for this too early :-) ... part of a general
incubator link cleanup...
So I think we should put the Keys file out on dist/uima right away.
I see Jira UIMA-1869 removed the KEYS file from the uimaj-distr project, part
of our decision to not "distribute" the KEYS file. see

I think what went wrong was that our "master" place for storing the KEYS file
was in the uimaj-distr project.
I'll retrieve this file, put it on our website (in docs/KEYS), and update the
download page to point there. Sound OK?
