Resolution: Fixed
I downloaded the entire site from the p.a.o distribution point, and compared it
to the files in my "upload" directory, and found that 1 file, the site.xml was
not uploaded (for reasons I don't understand). I've confirmed that the file in
the upload directory for site.xml makes the eclipse update site show the 2.3.1
components, and they install and work in Eclipse (re-tested with Eclipse
3.6.1). So, I re-uploaded site.xml to the p.a.o distribution point. I'll
close this issue as soon as I see that has been propagated to
www.apache.org/dist/uima/eclipse-update-site.
