Create new "addons" top level SVN spot for released sandbox addons

The source assembly doesn't match the svn, and won't build. Part of this is
because the svn contains projects in the sand box that are not being
"released".
Create a top level SVN spot for released add-ons, and move the sandbox projects
being released there.
Note: Users who have the sandbox projects checked out will need to "switch" the
svn spot for those to the new spot in svn, after the move is complete.
