Apache exports page needs updating for UIMA-AS and UIMA-addons

Since we bundle Tika components inside our addons distribution, we need to go
through the process described here: http://www.apache.org/dev/crypto.html
and also, I noticed the information on the exports page for UIMA still shows it
in the incubator - that needs updating too.
