Committed revision to make next release 2.4.0 instead of 2.3.2

Mainly involved minor updates to all the projects in uimaj and uima-as (Didn't
do addons - we may want to release new versions of these individually, as 
needed).

The current versions for these is 2.4.0-SNAPSHOT.
