I'd go for priorities defined in the extension. If a strategy is not applicable
(returns null), then the strategy with the next higher priority will be asked.
The strategies themselves can then check on the project nature or for a web
server dependent on some preference settings. If there are multiple extension
with the same priority, I would simply choose by alphabetic sorting.
