top parent pom should include apache snapshot repository for non-release builds

Our override parent poms (e.g. uimaj-parent-pom) have repository entries for
the snapshot repo, allowing snapshot built artifacts to be used (just) for
snapshot builds (not releases). Move this capability to the shared common
project-wide parent-pom
