top parent-pom hardcodes old level of uima-build-resources

The parent pom defines a property, uimaBuildResourcesVersion, which specifies
which version of uima-build-resources to use. However, the docbook processing
profile has hardcoded version 1 as the level it uses when running the docbkx
process.
Change this to use the value of the property.
Also, change the value of the property to be 3-SNAPSHOT to pick up the latest.
And, while we're in this pom, upgrade to use the current docbkx version 2.0,13
