update the eclipse update site for the 2.4.0 release: put the 2.3.1
deployeditor feature jar into the features, increment POM to version 4, update
parent pom to version 3, add copy of plugins for launcher and
uimaj-ep-cas-editor-ide, comment out not-yet-released 2.4.0 deployeditor.
