move Eclipse build tools to build project

Currently, the two "feature" projects and the eclipse-update-site project are
in the uimaj component, but they're not really part of that release, and are
updated for new uima-as plugins, etc. Their output is the eclipse update site.
Move these to the uima/build area.
Also consider moving the uimaj-internal-tools to there - since it's not part of
the released artifacts for uimaj.
