Improve support of html and xml artifacts in TextMarker

The simple support of html handling is removed in UIMA-2233, especially the
information about the surrounding tags and the condition checking this. Add
again some functionality to facilitate the processing of html documents with
the TextMarker rules. This can for example achieved by an additional seeder
that adds annotations for the html elements.
