Fix Version/s: 2.4.0AS
Fixed. Added a new goal to the uima-build-helper-maven-plugin which will
conditionally copy the binary artifact from the official apache distribution
spot to the user's local .m2 repository, before the unpack step. Only done if
the .m2 repo doesn't already have the artifact.
