Published initial implementation.
No CDE support (but it preserves any of the new fields)
Arrays only comma-separated.
No map support.
One level of ${key} evaluation.
Settings processed in descending priority: first any
-DUimaExternalOverrides=filename entry, then the top-level descriptor's inline
settings and imported files in the order declared.
